System Analyst

Position Summary

The Systems Analyst I supports enterprise software applications for the HHS Administration for Strategic Preparedness and Response (ASPR) SWIFT program. Working under the guidance of a Systems Analyst II, Senior Analyst, or Project Manager, this person helps document user needs, test applications, maintain support materials, and assist government users.

Key Responsibilities

• Meet with team leads and government staff to document software requirements, user workflows, and functional needs.
• Translate requirements and system processes into clear technical documentation, user manuals, and support materials.
• Test application functions using sample data and document results and issues for review.
• Conduct Section 508 accessibility and usability evaluations and document findings.
• Serve as an initial point of contact for service requests, troubleshoot routine application issues, and escalate complex problems.
• Train new users on application workflows and system functions.
• Help maintain accurate records of requirements, testing, support requests, and system changes.

Minimum Qualifications

• Bachelor’s degree in Computer Science, Information Systems, Business Administration, or a related field. A nontechnical bachelor’s degree combined with demonstrated technical skills or relevant certifications may be considered.
• Typically 2-4 years of experience in IT support, systems analysis, database operations, or a related area.
• Ability to document requirements and explain technical processes clearly to users.
• Familiarity with software testing, troubleshooting, and user support.
• Strong communication, organization, and problem-solving skills.

Preferred qualifications: Experience supporting government applications, writing user guides, or performing Section 508 accessibility testing.
