Resident Engineer - Bridge

Position Purpose

The Resident Engineer is responsible for the day-to-day supervision and administration of construction works under the project. The role supports the Project Manager / Supervision Team Leader in ensuring that all works are delivered in compliance with contract requirements, approved designs, technical specifications, relevant standards, and project schedules.

Key Responsibilities

• Supervise construction activities and monitor contractor performance on site.

• Ensure compliance with approved drawings, specifications, quality standards, and contractual obligations.

• Review and approve contractor submissions, including work programmes, method statements, materials, and shop drawings.

• Monitor construction progress and proactively identify delays, risks, and implementation issues.

• Verify quantities, site measurements, and contractor payment applications.

• Support the evaluation and assessment of claims, variations, and extension of time requests.

• Ensure compliance with occupational health & safety (OHS) standards and environmental and social safeguards.

• Coordinate with contractors, airport operators, government authorities, and other stakeholders.

• Maintain accurate site records and prepare progress and technical reports.

• Support testing, commissioning, defect rectification, and project close-out activities.

Qualifications & Experience

Education

• Bachelor's Degree in Civil Engineering, Construction Engineering, Structural Engineering, Transportation Engineering, Airport Engineering, or a related discipline.
• Professional Engineer (PE/PRC Licensed Civil Engineer) designation is preferred.
• Postgraduate qualifications in Transportation, Infrastructure, Airport, Bridge, or Construction Management are an advantage.

Experience

• Minimum 10 years of experience in construction supervision, construction management, or engineer's representative roles on major infrastructure projects.
• Proven experience administering contracts under FIDIC Conditions of Contract, including claims management, variations, dispute resolution, and contractor performance management.
• Demonstrated experience in one or more of the following sectors:
  • Bridges and bridge rehabilitation projects
  • Airport and aviation infrastructure projects
  • Runways, taxiways, aprons, and airside facilities
  • Highways, expressways, roads, and transportation infrastructure
  • Rail and transit infrastructure
  • Large-scale civil and building projects
• Experience supervising the construction of major transportation infrastructure, including bridge structures, airport terminals, airfield pavements, elevated structures, interchanges, and associated utilities.
• Proven track record in coordinating multidisciplinary stakeholders, contractors, government agencies, airport authorities, and project consultants.
• Experience on projects funded by World Bank, ADB, JICA, AIIB, EBRD, or other international financing institutions is highly desirable.
• Previous experience on airport expansion, runway rehabilitation, bridge construction, bridge widening, cable-stayed bridges, long-span bridges, aviation infrastructure modernization, or major transport corridor projects will be highly regarded.
