Statement of Duties
The Nurse Program Administrator will be housed at the Kentucky Department for Public Health Division of Public Protection and Safety Harm Reduction Branch to lead Kentucky’s Overdose Education and Naloxone Distribution (OEND) initiatives, providing nursing leadership, program oversight, and subject matter expertise to expand equitable access to naloxone. Responsibilities include leading statewide OEND planning and evaluation, developing educational resources and training opportunities, providing technical assistance to partners, and monitoring program outcomes to strengthen overdose prevention efforts across the Commonwealth.

Responsibilities include leading statewide OEND planning and evaluation, developing educational resources and training opportunities, providing technical assistance to partners, and monitoring program outcomes to strengthen overdose prevention efforts across the Commonwealth.
- Serves as the lead for Kentucky’s Overdose Education and Naloxone Distribution (OEND) initiatives, collaborating with state policymakers, public health partners, clinicians, and cross-sector stakeholders to advance evidence-based overdose prevention strategies statewide.
- Leads the planning, development, implementation, and evaluation of the Kentucky Naloxone Saturation Strategic Plan to increase equitable access to naloxone and strengthen overdose prevention efforts across the Commonwealth.
- Provides oversight for the management, maintenance, and quality improvement of FindNaloxoneNowKY.org to support statewide access to naloxone resources.
- Provides nursing consultation and subject matter expertise to develop, publish, and implement interagency OEND educational resources.
- Leads the process and development of clinical learning opportunities, including online training modules, webinars, and learning collaboratives, to enhance statewide OEND knowledge and capacity.
- Provides technical assistance to internal and external partners; supports data collection, reporting, and performance monitoring activities; and communicates program outcomes, progress, and recommendations to stakeholders.
