HSE Capability and Learning Programme Manager

• Create learning pathways, storyboards, training packages and supporting assets in accordance with agreed objectives, audiences and design standards.
• Develop and update digital, instructor-led and blended learning content from approved SME inputs; submit outputs for technical and quality review before publication.
• Provide graphic-design capability; creating clear, consistent visual assets for HSE learning, communications and campaigns, congruent with branding and other requirements such that content is suitable for global audiences.
• Use approved AI-enabled and digital-authoring tools responsibly to improve content production, learning engagement and simple gamification. Creatively suggest use new approaches to make content intuitive.
• Maintain assigned content in Learning Management Systems, ensuring version control, metadata and publication records are complete.
• Provide routine administration and user support in Comaea and associated learning systems, resolving standard issues and escalating exceptions promptly.
• Create reports on learning completion and setting up dashboards for easy access by content owners, regions, HSE Academy
• Collaborate with SMEs, the Learning Programme Manager and regional contacts to obtain inputs, incorporate feedback and meet agreed delivery milestones and quality expectations.
• Contribute practical ideas for improving templates, asset libraries and production processes; deliver defined components of wider projects with guidance.
• Analyse learner engagement, user feedback and available learning data to identify improvements and continuously enhance content quality, usability and learning impact.

Business Impact: Delivers HSE learning and communication assets used across the global organisation, directly supporting learner engagement, capability development and the consistent implementation of HSE requirements. Financial accountability: N/A; contributes to efficient use of approved content-development tools, licences and external services.

• At least 3 years’ experience in instructional design, learning experience design, digital learning, content design or a related field.
• Demonstrable experience designing learning pathways and producing high-quality digital learning assets for adult learners, including e-learning, video and interactive resources.
• Experience working with SMEs to translate technical or complex material into clear, practical and learner-centred content.
• Experience using e-learning authoring, graphic-design, collaboration and content-management tools; experience with learning-management or learning-experience platforms is desirable.
• Experience applying accessibility standards, learner-feedback loops, learning analytics, engagement strategies or gamification is desirable.
• Experience using AI-enabled content and learning tools responsibly, with appropriate quality control, is desirable.
• Experience working across cultures and networks in a global organisation; HSE or other regulated operational-context experience is desirable.
• Bachelor’s degree would be an advantage.
• Qualification in instructional design, education, learning and development, communications, digital media, graphic design is desirable.
• Strong knowledge of adult-learning principles, instructional-design methods, learner-centred design, universal design and accessibility standards.
• Working knowledge of multimedia and e-learning authoring tools (for example, Articulate Storyline or equivalent), visual communication, content lifecycle management and quality assurance.
• Understanding of learning analytics, feedback loops, gamification and the practical applications and limitations of AI in learning.
• Awareness of HSE management-system principles and controlled-content requirements is desirable.
• Professional-level written and spoken English; additional languages are an advantage.
