Government Relations Manager

The Government Relations Manager serves as the primary liaison between Texas Farm Bureau Insurance Companies and legislators, regulatory officials, industry associations, coalition partners, and other key stakeholders. This position develops and executes legislative and regulatory advocacy strategies that support the Companies' business objectives while advancing the interests of policyholders.
Through effective relationship building, strategic engagement, and advocacy, the Government Relations Manager represents the Companies before legislative, regulatory, and governmental bodies and provides counsel on public policy issues affecting the organization.

MAJOR RESPONSIBILITIES AND AUTHORITY

Represent Texas Farm Bureau Insurance Companies before state and federal legislators, regulatory officials, executive branch leaders, industry associations, coalition partners, and other stakeholders by advocating the Companies' positions and participating in legislative hearings, regulatory proceedings, industry meetings, conferences, and related external engagements.
Develop, implement, and execute legislative and regulatory strategies designed to advance the Companies' public policy objectives and protect the interests of policyholders.
Monitor, research, analyze, and communicate legislative, regulatory, and political developments affecting the Companies, including proposed legislation, agency rulemakings, regulatory bulletins, and emerging industry issues.
Develop and maintain productive relationships with members of the Texas Legislature, legislative staff, state agency officials, Texas Department of Insurance (TDI) representatives, federal policymakers, and other governmental stakeholders.
Serve as the Companies' liaison with industry trade organizations, including the American Property Casualty Insurance Association (APCIA), Insurance Council of Texas (ICT), Texas Coalition for Affordable Insurance Solutions (TCAIS), and other organizations as required.
Advocate for legislative and regulatory positions favorable to the Companies and work to influence, amend, or oppose proposals that may adversely affect business operations, policyholders, or strategic objectives.
Monitor TDI activities and other regulatory agencies and provide strategic recommendations regarding regulatory developments and emerging issues.
Prepare legislative testimony, regulatory comments, briefing materials, issue papers, executive summaries, presentations, talking points, and strategic recommendations for executive leadership.
Provide concise, timely, and actionable analysis of legislative, regulatory, and public policy developments to the Executive Vice President and other senior leaders.
Coordinate advocacy initiatives and policy positions with industry associations, coalition partners, and external lobbying consultants to advance the Companies' strategic priorities.
Collaborate with business leaders throughout the organization to assess the operational impact of legislative and regulatory proposals and develop appropriate company positions.
Build consensus among internal and external stakeholders to support legislative and regulatory priorities.
Exercise a high degree of independent judgment in identifying issues, developing strategies, managing stakeholder relationships, and advancing advocacy initiatives aligned with company objectives.
Ensure compliance with all applicable federal and state lobbying registration, reporting, ethics, and disclosure requirements.
Comply with the Certified Fleet Operation requirements of the Company Driving and Safety Policy.

MINIMUM POSITION QUALIFICATIONS

Bachelor's degree from an accredited college or university in Political Science, Public Administration, Public Policy, Communications, Business Administration, Agricultural Economics, or a related field.
Substantial, progressively responsible experience in government relations, legislative affairs, public policy, regulatory affairs, political consulting, public affairs, or a related field.
Proven experience working with elected officials, legislative staff, governmental agencies, regulatory bodies, trade associations, advocacy organizations, or comparable stakeholder groups.
Strong understanding of legislative, regulatory, and political processes.
Excellent interpersonal, networking, and relationship management skills with a demonstrated ability to establish credibility and influence diverse audiences.
Excellent written and verbal communication skills, including experience preparing executive summaries, presentations, policy analyses, testimony, briefing materials, and strategic recommendations.
Demonstrated ability to communicate effectively with senior executives, elected officials, regulatory leaders, and other influential stakeholders.
Strong political and business acumen with the ability to navigate complex and sensitive issues with professionalism, sound judgment, and discretion.
Ability to analyze complex legislative, regulatory, and business issues and translate findings into concise, actionable recommendations for executive leadership.
Ability to work independently, manage multiple priorities, and achieve objectives with limited supervision.
Proficiency with Microsoft Office applications.
Valid Texas driver's license and driving record at the time of hire that would not place the employee on probation or disqualify the employee from Certified Fleet Operator status under the Company Driving and Safety Policy.

PREFERRED POSITION QUALIFICATIONS

Experience representing a property and casualty insurance company or insurance trade association.
Knowledge of the property and casualty insurance industry and related regulatory framework.
Experience working with or before the Texas Department of Insurance.
Experience working with the Texas Legislature, state agencies, or federal governmental entities.
Established professional relationships within the Texas legislative, regulatory, insurance, agricultural, or business communities.
Registered Texas lobbyist or ability to become registered if required.
Advanced degree in Public Policy, Public Administration, Law, Business Administration, or a related field.

PHYSICAL REQUIREMENTS

Repeated use of PC and office equipment.
Extended periods of sitting, reading, researching, and concentrating.
Occasional bending, twisting, crouching, pulling, pushing, and reaching in an office environment.
Occasional lifting and moving items weighing up to 30 pounds.
Ability to travel regularly and attend meetings, hearings, conferences, and events.

WORKING CONDITIONS

Occasionally long, irregular work hours.
Regular local and statewide travel required. Occasional overnight travel required.
Work to be conducted in an office environment owned or leased by the Company.
