Your Team
The Disaster Recovery Grant Manager will be a key member of the Compliance & Strategy Team within the agency’s Office of Compliance & Risk Management (CRM). This office includes various compliance, oversight, and hearing functions to ensure fairness, consistency, and equity in both our external and internal engagement. CRM collaborates with programs across HPD to ensure the agency and its partners comply with laws (federal, state, and city), regulatory requirements, policies, and procedures. The Office includes the following Divisions and units:
- Compliance & Strategy

- Adjudications
- Public Information
Your Impact
CRM is responsible for overseeing the agency’s compliance and risk management functions, liaising with the units and staff responsible for relevant compliance responsibilities, audit responses, site standard adherence for financed construction work, public-facing appeals and hearings, and managing risk for the agency. The Disaster Recovery Grant Manager will be responsible for supporting teams across the agency in managing programs funded by grants received by HPD, with a specific focus on Community Development Block Grant Disaster Recovery (CDBG-DR) grants [NJ2.1][GM2.2]provided by the United States Department of Housing and Urban Development (HUD) after a qualifying disaster, such as Hurricanes Sandy and Ida.
Your Role
Reporting to the Executive Director of Compliance & Strategy, the Disaster Recovery Grant Manager will manage cross-agency programmatic and reporting obligations, assist with policies and procedures, and provide technical assistance for CDBG-DR[NJ3.1][GM3.2] grant funded programs within HPD. The person in this role will work closely and liaise with Offices and Divisions throughout HPD, as well as external partners.
Your Responsibilities
The Disaster Recovery Grant Manager will:
- Coordinate between programs administering CDBG grant funds across the agency as well as external partners, which may include the NYC Office of Management & Budget (OMB), NYC Housing Recovery Operations (HRO), NYC Law Department (Law), NYC Mayor’s Office of Climate and Environmental Justice (MOCEJ), and HUD.
- Carry out the infrastructure already set in place for monitoring, documenting, and reporting internal, contractors’, and subrecipients’ compliance with all applicable governing regulations for CDBG-DR [NJ4.1]programs and help implement for new CDBG-DR programs.
- Supervise a CDBG-DR Grant Compliance Manager
- Collaborate with administrative and program staff in the implementation of plans, policies, and strategies to ensure effective compliance with federal and program policies, including but not limited to the Offices of Neighborhood Strategies (ONS), Development (DEV), Asset & Property Management (APM), Policy & Strategy (OPS), Finance & Administration (OFA), and Legal Affairs (OLA).
- Provide guidance and resources to HPD staff and contracted parties on requirements and ensure execution in accordance with regulations, including:
o Develop policies and procedures and training manuals/tools
o Assist program oversight of vendor management of partners, including providing technical and procedural guidance in line with program terms, policies, and federal guidelines.
o Assist programs with retaining and maintaining audit-ready records
- Coordinate and communicate with the Office of Finance & Administration to ensure that funding levels and budgetary requirements are followed appropriately as well as:
o Troubleshoot CDBG-DR funding-related issues as they arise; track disbursement of funds
o Track expenditures and vendor compliance
- Conduct risk analyses to identify potential compliance concerns and possible internal control processes within the procedures, operation of programs, and delivery of services, with the assistance of NYC OMB, Law, and/or other experts; Develop a set of best practices, as necessary to mitigate risks.
- Provide information to external parties including:
o Documentation to support drawdowns for OMB
o Assist with data requests and regular reporting related to CDBG-DR funded programs, including requests related to program status, vendor selection and performance, and budget activity.
o Work with HPD’s Audit Support team for external audits, monitoring, or investigations of HPD CDBG-DR funded programs; recommend corrective action plans, and ensure that corrective actions have been implemented;

They will be eager to utilize and share their expertise, setting the foundation for long term agency compliance and a risk management framework. They should have proven experience and skills:
- Demonstrated ability to interpret complex legislation, regulations, and policy requirements, and translate them into clear operational guidance and practical implementation approaches
- Strong attention to detail and excellent organizational and problem-solving abilities.
- Strong collaborator across all levels of management and experience, and with a wide array of internal and external stakeholders
- Ability to balance a variety of projects and priorities for a fast-paced, high-volume workload
- Collaborative team player with strong interpersonal and communication skills (verbal and written)
- Passion for public service with a commitment to ensuring effective management of and adherence to policies, procedures, and requirements
Only those candidates with a permanent Administrative Staff Analyst title or who are reachable on the existing civil service list will be considered.
Minimum Qualifications
Candidates must meet the qualifications of Administrative Staff Analyst and have a minimum of five years in relevant and related roles demonstrating successful project management capacity and increasing levels of responsibility.
Note: This position is eligible for remote work up to two days per week, pursuant to the Remote Work Pilot Program agreed to between the City and OSA.

ADMINISTRATIVE STAFF ANALYST ( - 1002A
1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, public health, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a Juris Doctor degree from an accredited law school, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; or in management or methods analysis, operations research, organizational research or program evaluation; or in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management. Eighteen (18) months of this experience must have been in an executive, managerial, administrative, or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in “1” above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in “1” above; or
3. An associate degree or completion of 60 semester credits from an accredited college and six years of full-time satisfactory full-time professional experience as described in “1” above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in “1” above; or
4. A four-year high school diploma or its educational equivalent approved by a state’s department of education or a recognized accrediting organization and eight years of full-time satisfactory full-time professional experience as described in “1” above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in “1” above; or
5. A combination of education and/or experience equivalent to “1”, “2”, “3”, or “4” above. College education may be substituted for professional experience at the rate of 30 semester credits from an accredited college for one year of experience. However, all candidates must have a high school diploma and at least two years of experience as described in “1” above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in “1” above.
