About the role

Lead HL’s Technology Controls Testing team and shape a consistent, high-quality approach to first-line assurance across our technology environment. Using the COBIT framework, you will own a risk-based testing plan that provides senior stakeholders with clear insight into control effectiveness, risk themes and remediation progress.

This role offers the opportunity to influence major technology and transformation programmes and drive the move towards a more automated, data-led and continuous control testing model. You will lead the team, set evidential and quality standards, and partner with Technology, Risk, Operational Resilience and programme colleagues to strengthen sustainable control design.

What you’ll be doing

• Develop, maintain and embed COBIT-aligned testing standards, methodology, documentation and quality criteria.
• Own the annual and monthly technology control testing plan, balancing capacity, risk, control criticality, regulatory relevance and thematic priorities.
• Lead the team in delivering high-quality testing across access, change, incident, service continuity, resilience, supplier, data centre and platform controls.
• Drive the roadmap for automated control evidence and automated test execution, working with key technology and transformation programmes.
• Use COBIT objectives to structure coverage, assess control maturity, identify gaps and report clearly on control effectiveness.
• Produce dashboards, governance materials and insight for senior stakeholders, covering themes, issues, remediation and automation progress.
• Build strong stakeholder relationships and provide effective challenge on control design, evidence quality and remediation delivery.
• Own improvement projects that increase the efficiency, consistency and scalability of testing methodology, tooling and management information.
• Maintain alignment between the Technology Controls RCSA, the testing plan, findings, risks, controls, issues and actions.

About you

Essential

• Leadership and line management experience within technology risk, technology controls, control testing, IT audit, technology assurance or a comparable environment.
• Strong working knowledge of COBIT and its use in assessing technology governance, control design, operation and maturity.
• Ability to make balanced decisions that consider technology risk, operational resilience, client outcomes, regulatory expectations and delivery priorities.
• Strong analytical and data-led capability, with the ability to interpret evidence, identify trends and translate findings into meaningful action.
• Confidence engaging and influencing Technology, Risk, Resilience, Operations and senior stakeholders.
• Experience producing high-quality reports, dashboards and governance materials for senior stakeholders and committees.
• Experience in data management, control evidence management, management information and automation of control monitoring or testing.
• Clear and engaging communication, with the ability to adapt style and detail for specialist, operational and executive audiences.

Desirable

• Knowledge of FCA expectations, operational resilience requirements, technology governance good practice and risk management frameworks.
• Experience supporting large-scale technology change or transformation programmes.

Interview process

This will be a 3 stage interview consisting of competency questions, a presentation and finally an interview with Senior Leadership.

Working Schedule

The Digital Control Testing Manager role is a Permanent, full time, 37.5 hours per week, Monday to Friday. Our office is based in Bristol, BS2 0TR. We work in a hybrid model with a blend of home and office working.
