Clinical Nurse Manager 3 – Ambulatory Care Services (Oncology / Haematology / Infusion suite and responsibility for Renal Dialysis and OPD).

Job Purpose

The Clinical Nurse Manager 3 (CNM3) holds strategic, operational, and managerial responsibility for the delivery of nursing services within the Urgent & Ambulatory Care Directorate. The post holder will be expected to demonstrate transformational leadership, drive innovation, and ensure that patient dignity and respect are central to all aspects of care delivery.

Key responsibilities include leading initiatives to improve access and patient flow and ensuring that care standards align with national and international best practices.

The CNM3 will be a credible and visible leader, capable of empowering and developing staff within the clinical environment. They will foster a culture of continuous improvement and actively engage staff in change management and service development projects.

The successful candidate will be expected to:

• Coordinate and deliver high-quality patient care, ensuring adherence to clinical standards and best practices.
• Collaborate effectively with multidisciplinary teams within CMH to support integrated and patient-centered care.
• Engage with primary care providers in the community to facilitate continuity of care and appropriate follow-up.

Location of Post:

HSE Dublin North and East Region – Cavan Monaghan Hospital1 WTE Full-Time Permanent post. This post will be primarily based in Oncology Services.

Essential Criteria

Candidates must have at the latest date of application:

Statutory Registration, Professional Qualifications, Experience, etc.

(a) Eligible applicants will be those who on the closing date for the competition:

(i) Are registered in the General Division of the Register of Nurses & Midwives maintained by the Nursing and Midwifery Board of Ireland [NMBI] (Bord Altranais agus Cnáimhseachais na hÉireann) or entitled to be so registered.

And

(ii) Have at least 5 years post registration full time (or an aggregate of 5 years post registration full time) experience of which 2 years (or an aggregate of 2 years post registration full time experience) must be in the speciality area of acute general nursing.

And

(iii) Have the clinical, managerial and administrative capacity to properly discharge the functions of the role.

And

(v) Candidates must demonstrate evidence of continuous professional development.

(b) Candidates must possess the requisite knowledge and ability including a high standard of suitability and clinical, managerial and administrative capacity to properly discharge the functions of the role.

2. Annual Registration

Practitioners must maintain live annual registration on the relevant division of the Register of Nurses and Midwives maintained by the Nursing and Midwifery Board of Ireland (Bord Altranais agus Cnáimhseachais na hÉireann).

And

Confirm annual registration with NMBI to the HSE by way of the annual Patient Safety Assurance Certificate (PSAC).

3. Health

A candidate for and any person holding the office must be fully competent and capable of undertaking the duties attached to the office and be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service.

4. Character

Each candidate for and any person holding the office must be of good character.

Post Specific Requirements

• Demonstrate significant depth and breadth of management experience.
• Demonstrate depth and breadth of people and change management.
• Demonstrate depth and breadth of experience in the management of a nursing team i.e. providing clinical supervision, managing rotas, annual leave, sick leave etc.
• Proven record in providing a regular and uninterrupted attendance.

Other requirements

• Management qualification or commitment to undertake same within a specified time- frame.
• Level 8 QQI Qualification relevant to the specialist area.
